Jiabei Jesse Zhu – The Mastermind Behind Secret Chinese Biolab In California

Jiabei Jesse Zhu is the mastermind behind the secret Chinese bio lab in California, which contains thousands of vials containing infectious organisms such as coronavirus, chlamydia, E. coli, and more.

Further information on Jiabei “Jesse” Zhu, the individual in charge of the illicit biolab found in California, and his ties to the Chinese Communist Party (CCP) have come to light as a result of an investigation by Steve Ispas and Lear Zhou for The Epoch Times.

Located in a warehouse in Reedley, California, around 25 miles southeast of Fresno, was the covert Biolab. Jesalyn Harper, a code enforcement officer with the City of Reedley Fire Department, found it on December 19, 2022.

Thousands of vials containing infectious organisms, such as coronavirus, chlamydia, E. coli, streptococcus pneumonia, HIV, hepatitis, herpes, rubella, and malaria, were found by Ms. Harper in the warehouse.

Mr. Zhu was detained in California on October 19, 2023, and accused of fabricating FDA reports and producing and selling counterfeit medical equipment.

Mr. Zhu filed lawsuits for $50 million against the county and $30 million against the city of Reedley. He was lured to the warehouse by the promise of speaking with the city officials about his allegations, only to be met by FDA officers brandishing automatic machine guns and making an immediate arrest.

Mr. Zhu had stated he was David, a consultant. He was employed to assist in rescuing Universal Meditech and Prestige Biotech from their predicament. The business that owns the Biolab in Reedley is called Prestige Biotech.

Nonetheless, he was acknowledged by Reedley City officials as the president of Universal Meditech.

“This is the CEO of the lab, not a hired consultant. Nicole Zieba, the municipal manager of Reedley, stated in an interview that “the photo we have of the lab CEO matches this guy perfectly.”

She is still unable to understand why Mr. Zhu thought it would be a good idea to sue the city, pose as someone else, and draw attention to himself to get himself arrested.

“I’m not sure if it’s stupidity, arrogance, or some long con that we simply haven’t figured out … but it certainly is confounding and baffling to me,” said Ms. Zieba.

Further links between Mr. Zhu and the CCP were found by the investigation. Zongxiang Zhu, the father of Mr. Zhu, is a well-known acupuncture specialist and medical educator in China. He was born in 1923. According to 163.com, he also holds the position of Director Professor at the Chinese Academy of Sciences’ Institute of Biophysics.

Zongxiang Zhu was well-known in China and engaged in a variety of occupations until recently, according to a Chinese encyclopedia.

As officials warned that more refugees could flee Sudan despite a ceasefire between rival forces, WHO sounded the alarm over the Sudan Biolab.

The House Select Committee on the Chinese Communist Party report, which was released on November 15, 2023, listed Jiabei Zhu’s mother, Pengdi Zhu, as one of the ultimate beneficial owners at Aide Modern Cattle Industry (China) Company Limited and at least four other Chinese companies under Jiabei Zhu’s control.

Additionally, Pengdi Zhu is identified as the beneficial owner of Qingdao Aide Biotechnology Development Fund (General Partnership), a business that collaborates with Ai De Biopharmaceutical Industry (Qingdao) Co., Ltd., a company run by Jiabei Zhu.

The Shanghai Businesses listing website states that Shanghai Kunpeng Technology Investment and Development Limited, which is currently suspended and has Pengdi Zhu as its legal representative, invested 2,250,000 yuan (about $314,879) in Aide Modern Cattle Industry (Qingdao) Company Limited in December 2020.

The primary business that Jiabei Zhu owned, Aide Modern Cattle Industry (China) Company Limited, was founded in 2002 with registered equity of 181,000,000 yuan, or $25,219,092 in today’s currency, according to the House Select Committee’s findings.

The company has been involved in 62 lawsuits, according to its listing website. The most recent one involved a financial loan contract dispute, which resulted in an equity freeze of 10 million yuan ($1,393,418 at current exchange rates) and an execution that was scheduled to take place on October 27, 2023, with a target of 12,294,755 yuan ($1,713,698 at current exchange rates).

Aide Modern Cattle Industry (China) Company Limited was designated as “abnormally operating” on September 23, 2021, according to the updated status on the qcc.com website. This was due to the inability of anyone to contact the company using the registered address.

The qcc.com website states that Aide Modern Cattle Industry (China) Company Limited is still in operation. On page 39 of the Jushri Technologies 2022 annual report, which was released on April 24, 2023, Xuejun Zhang, a board member of the publicly traded company Jushri Technologies Inc., was also identified as an active board member of Aide Modern Cattle Industry (China) Company Limited.

2016 saw two rulings against Mr. Zhu: one from the Canadian Supreme Court for $330 million in Canadian dollars, and another from a Hong Kong court for $8.5 million in Canadian dollars. However, in China, where Aide is still in business, no lawsuits were brought for the same losses.

Additional contacts include Michael M. Lin (Meng-Ru Lin) of the Lin Law Group in Nevada, the top lawyer employed by Universal Meditech, and Barry Zhang (Bai-Rui Zhang), who the Nevada Secretary of State lists as Prestige Biotech’s registered agent. Both are closely associated with the United Front of the CCP.

On the Hunan Benevolent Association of America’s official website, Mr. Zhang was identified as one of the community leaders, and Mr. Lin actively sponsored the Las Vegas Chinese Spring Festival Gala, which was backed by the Consulate General of P.R.C. in San Francisco.

Additionally, Universal Meditech appeared to be closely associated with the Chinese government. Candace Liu, its COO, was a guest at the 2019 China-California Business Forum. According to a UNE News report, the meeting was primarily coordinated by the Chinese General Consulate in Los Angeles and the California Governor’s Office of Business and Economic Development.

Ms. Liu is currently employed by jd.com, one of the biggest online retailers in China, as the vice president of business development, in North America, according to LinkedIn.

Congressmen from the United States claim that throughout the California biolab’s existence, banks in China made over $1.3 million in mysterious payments to it.

Possible Ebola in Freezer

The CDC, FDA, County Public Health, and California Department of Public Health were among the organizations that examined the lab in May 2023. They examined every item that was labeled so they could identify it in the refrigerators and freezers. Many other products, though, were either unlabeled or had labels that required a code that city officials were unable to decipher.

For the twenty products that have labels, the CDC prepared a report. After being cleaned and sprayed down, all of these objects were placed in designated rubbish containers for burning.

A city employee discovered a freezer marked “Ebola” in July.

It was a white sheet of paper that had been folded so that, absent deliberate unfolding, you were unable to read it. And the handwritten note said “Ebola,” according to Ms. Harper of the city of Reedley.

Nothing had a label in that freezer. Ms. Harper had a few restless nights as a result. Something needed to have a specific label on it before the CDC would look into it.

According to Ms. Harper, “an item doesn’t fall under the CDC purview for their select agents unless it is labeled Ebola.”

The packages containing the possible Ebola virus were haphazardly placed inside the freezer. Each one of them was sealed in a silver bag.

Because the CDC never looked into the bags, the city was never informed of what was truly inside.

“They didn’t come, they didn’t test, they didn’t even ask us to sample, and I think that’s why the congressional report was so critical to [the] CDC,” said Ms. Harper.

Still, the samples were obliterated.

According to Ms. Harper, it was discovered that several of the other refrigerators had unidentified objects dumped on the bottom of the trays. The objects appeared to have been taped and transported about the warehouse or from another warehouse.

“Everything seems to have been done very haphazardly,” she said.

The CDC had already hung up on Ms. Harper in a separate investigation. Due to the disorganized items in the warehouse, Ms. Harper was left alone in the facility in March 2023 after the inspectors had left. She had to decide whether to switch off the building’s electricity to prevent a fire.

Because of the pathogens, the contents of the freezers would melt if the electricity was turned off, possibly with hazardous results. At this point, she made an advising call to the CDC.

According to Ms. Harper, “it was a very brief and frustrating phone call that ended with them hanging up.”

After speaking with Ms. Zieba, she decided against cutting the power in the area of the building housing the freezers.

As the select committee on the CCP lacks jurisdiction over privately funded labs, Ms. Zieba and Ms. Harper believe that the congressional committees on energy and commerce ought to become involved, even if they are unaware of any further potential accusations against Mr. Zhu.

“There needs to be a single source within the government that is responsible for private labs,” added Ms. Zieba.

Ms. Harper and Ms. Zieba both mentioned how cooperative and nonpartisan the congressional investigation was.

“From the way they talked, you couldn’t tell who was a Democrat and who was a Republican. And I thought, wow, this is phenomenal,” said Ms. Zieba.

These viruses could have been weaponized in addition to being utilized for study.

“It is all in the intention,” said Ms. Harper.

Dr. Limeng Yan, a virologist who was employed at the University of Hong Kong’s WHO Reference Lab until 2020, claims that obtaining these deadly viruses in the United States is even more difficult than transporting them internationally.

“If you need to do international transport, you have to acquire a very strict license from the local government and also the imported government; that means you have to get both approvals from the country you ship it from and also [from] the United States. And also, all of these shipments need to be carefully monitored by the couriers, like, we use FedEx or DHL. Without a license, it could only be done illegally,” Mr. Yan said.

Zhu’s Legal Case

Tony Capozzi, a renowned defense lawyer in the Fresno area, is Mr. Zhu’s attorney. Soon after accepting the position of Mr. Zhu’s defense counsel, Mr. Capozzi revealed to another media outlet that Mr. Zhu had requested refuge; nevertheless, in response to persistent questions.

In response, Mr. Capozzi stated that he was awaiting proof of the criminal allegations brought against Mr. Zhu, his client.

“I have not received any such discovery. The government indicated that it was not using the select committee report in the criminal case,” Mr. Capozzi stated.

On November 16, Mr. Zhu entered a not-guilty plea to both accusations. During the detention hearing, he also denied forfeiture of the warehouse’s properties, which Reedley City had mostly destroyed by a court order for abatement.

A status conference is scheduled for January 17, 2024, which is the next court date. Mr. Zhu is to remain in jail until then, as stated on the court status webpage.

The trial’s start date has not yet been determined.
